What is the risk assessment in the CE marking process?
The CE marking of a machine confirms that it meets all essential health and safety requirements of the Machinery Directive 2006/42/EC (from 2027: the EU Machinery Regulation 2023/1230). Whether that is the case can only be judged by the manufacturer if it knows the hazards arising from its machine. That is exactly what the risk assessment does: it is the systematic, documented analysis of all risks of a machine and thus the prerequisite for every further step in the CE process.
Legally, the risk assessment is anchored in Annex I of the Machinery Directive: the manufacturer must identify the applicable essential requirements and design and construct its machine accordingly. The methodological basis is provided by the harmonised A standard EN ISO 12100, which structures the process into risk analysis, risk evaluation and risk reduction and prescribes the three-step method.
Crucially, the risk assessment is not a one-off document at the end of the design phase but an iterative process that accompanies the design. Its results flow directly into the technical file (Annex VII), the operating instructions and ultimately the declaration of conformity. An incomplete or superficial risk assessment is therefore the most common reason for formally defective CE markings.
