What are training records in the CE marking process?
Training or instruction records document that operators and maintenance staff have been instructed on a machine. They record in writing who was trained when, on what content and on which machine, and thus provide the evidence that the people working with the machine are actually informed about its safe use.
In terms of content, training records tie in directly with the risk assessment. Residual risks that cannot be fully eliminated by design or by technical protective measures must be addressed by the manufacturer through information for use (the third step of the three-step method under EN ISO 12100). This includes warnings, the operating instructions and training recommendations. On-site instruction is exactly the point at which these recommendations reach the operator.
In the event of a claim and during audits, the records are often decisive: they prove that the required instruction was carried out. If the record is missing, the training that took place can hardly be proven afterwards, with corresponding consequences for liability.
Manufacturer and operator obligations
Training records sit at the interface of two sets of obligations. The manufacturer must address residual risks remaining in the risk assessment through information for use, that is through warnings, the operating instructions and training recommendations as the third step of the three-step method under EN ISO 12100. In doing so, the manufacturer specifies what operators and maintenance staff must be informed about.
The operator in turn must instruct its employees under the German Occupational Health and Safety Act (ArbSchG) and the Ordinance on Industrial Safety and Health (BetrSichV) before they start work and regularly thereafter. Only the documented instruction closes the loop from the manufacturer's training recommendation to the actual instruction at the workplace, and both sides depend on these instruction sessions being tracked properly.
